Red tablet: The red pill clears memories, but is only known by a few, and can only be taken when an Official says, which is in extreme cases. Little do they know, but the red pills don't work on everyone...
Red is represents blood, sacrifice, violent passion, and disorder. The red tablet is the perfect symbol for red, because it's very presence and widely unknown use causes disorder just by existing and scaring people as to what it could be used for. Sacrifice...well, I won't tell you the effect, but someone takes it to protect the ones they love, and another pretends to take it for the same reason.
